no-empty-enum
Disallows the declaration of an empty enum.
An enum with no members serves no purpose. This rule will capture these
situations as either unnecessary code or a mistaken empty implementation.
Invalid:
enum Foo {}
Valid:
enum Foo {
ONE = "ONE"
}
