Problem Details for HTTP APIs per RFC 9457.
Provides createProblemDetailsResponse to build a Response with
an application/problem+json body, parseProblemDetails to parse
a plain object, parseProblemDetailsResponse to parse a Response
body, and isProblemDetailsResponse to detect problem-details
responses by content type.
